        While it is pretty it came in over budget and late it has 3 stars because it does its job and because while they were building it I watched as a large machine with a bucket roll into a spot and. Mowed down trees by twirling in a circle . There was no rhyme or reason for it and now the trees are just gone from that space nothing was built there so yup just 3 stars
