        Blame the CMTO for it's failures to protect the public. They are the Gatekeepers and they are the ones who have set the entry standards to be low. Too many vocational schools with inadequate students who can then pass their low level entry requirements. Then the CMTO wonders why there are so many malpractice & assault cases?
