        I needed to withdraw funds and the 144 E Main St, Welland, TD ATM was closest to my location while I was visiting Welland today. As I approached the ATM to park my vehicle, I noticed it was directly across from the Welland bus terminal. There was a man sitting right at the ATM area with his bicycle, wearing a hoodie, just loitering. Then another similar guy crossed the street to join for a moment. I waited in the parking lot for about 15 minutes, but the one guy never left the ATM (within 10 feet of either ATM machine). So, I could not safely and confidently withdraw my funds. Really disappointing that the bank would allow loitering right at the ATMs.
